DATING CONVENTION
From a non-fictional perspective, the Star Wars universe uses the BSW4 (Before Star Wars Episode IV) and ASW4 (After Star Wars Episode IV) convention when referencing years.

From a fictional perspective, the Star Wars universe uses the BBY (Before the Battle of Yavin) and ABY (After the Battle of Yavin) reference years.

Either way, both methods use Star Wars: A New Hope as year 0.

Where can I find an official event timeline?

The Star Wars: The Essential Chronology is an excellent guide to events up through The Phantom Menace. Event timelines were also included in the New Characters and Alien Species Essential Guides. An event timeline appeared in the Behind the Magic CD-ROM. Wizards of the Coast also has some more planet-specific timelines for the RPG such as the one found in Secrets of the Tatooine.

Yes, Boba Fett is 10 at the time of the Battle of Geonosis. The events of AOTC (22 BBY)occur slightly more than 10 years after TPM (32 BBY), since it was some months following the Battle of Naboo before Jango was selected as the source for the clone army. Years on source timelines tend to round to the nearest year for the sake of simplicity.

It is more likely that he would continue to be 10 years old through the first couple of books of the Boba Fett series.

It definitely occurs after the beginning of Episode III. But it's too early to tell whether it occurs before or after the end of the events of the film. ;)

Actually, based on Official Continuity materials, you're looking at more like the very end of -47, like say -46.1 or so.

Based on dates from AOTC materials, we were able to lock TPM at around 3:4:16. The NEGtC states that Amidala was queen for five months before TPM, and we know that she was elected just after turning 14. That means she was probably born sometime early in the month -12:10 (Welona, 47 BBY).

Best timelines I am aware of (besides my own, which is nearing completion) are Nathan Butler's at www.starwarz.com, and both TimeTales and The Ultimate Timeline at www.theforce.net.

Character ages bother me because for some reason the writers decided to ignore Luke's formerly established age of twenty in A New Hope, 23 in Empire Strikes Back, and subtract two years from him and Leia (neither of them even looks eighteen in the first film). Now it looks as though the original ages are correct. Anyone else want to slap these people for intentionally contradicting something that made perfect sense?

At least Carrie Fisher was really 19 in A New Hope. And I can live with Alan Dean Foster's description of Luke as "two decades" in ANH as a clean round-up of 19, figuring that his age of 23 is correct in TESB (giving them just a wee bit more time between movies).

That actually works. Looking at Galaxywide News Nets in the old Adventure Journals, ESB is more like 3.3 years after ANH than an even 3 years.
